故事背景设定在20世纪60年代的泰国曼谷唐人街，讲述了华人在当地的奋斗故事。步青云一家在30年代来到罪恶横行的曼谷唐人街，父亲步天下联合连震山和路向东反抗，最终壮烈牺牲。青云的弟妹也意外失踪，母亲丁细凤则陷入了半疯半痴的状态。

25年后，青云再次回到唐人街，并结识了以行骗为生的钱芊芊。震山的儿子连棘却成为贪污警察，与彭坚和金龙等两大黑帮勾结。彭坚的独子与未婚妻程安娜回到曼谷，然而彭坚却遭到刺杀身亡，引发了两大黑帮之间的冲突。青云成立了华侨会，与伙伴们一起扶善惩恶。然而，华侨会面临着重重波折，几乎要解散。众人为了实现太平，还有漫长的道路需要面对。
